German Government Endorses Recreational Cannabis Law with Limitations
BERLIN – The German government has given its endorsement to a proposed law that would legalize recreational cannabis use by the end of the year, albeit with certain restrictions. The law, currently under consideration by the German Parliament, seeks to permit adults to cultivate their marijuana plants for personal consumption at home or alternatively, purchase and consume limited quantities of cannabis through non-profit social clubs.
According to a report from NPR, the club, known as CSC High Ground, is just over a year old and is part of the movement advocating for cannabis legalization in Germany.

Like any other Verein in Germany, CSC High Ground has a leadership board and bylaws, and its members come from various backgrounds, genders, and careers. The draft law includes safeguards to prevent access to cannabis by children and teenagers, requiring clubs to appoint prevention officers and stipulating that no club can be located within 200 meters of schools or playgrounds.
However, the European Union’s stance on cannabis legality has influenced Germany’s approach. Cannabis remains illegal within the EU, and countries with more relaxed cannabis laws, like Malta, still operate in a legal gray area. Amsterdam, known for its “coffee shops,” also merely tolerates cannabis use.
Silja Goetzmann, a club member, said, “The best way to protect young people is to educate them and tell them the honest truth, not fairy tales.” She shared her experience, explaining that her own teens refrained from using cannabis because she was open about her own consumption, saying, “My kids say, it’s so uncool. My mom does it.”
As the German Parliament considers the proposed law, the fate of recreational cannabis in Germany remains uncertain, with various factors and interests at play.
